After Cyclone Nisha's flooding in late Nov 2008 the ground is saturated and the reservoirs (tanks) are filled... as a result the monsoon rains of December have led to further flooding and suffering for the 350,000 person displaced by the Govt of Sri Lanka's military offensive into the Vanni.
